Meet the Board

Board of Directors meetings are held every second and fourth Tuesday at 9:00 a.m. at the District office, 806 Palm Canyon Drive, Borrego Springs.

Each agenda has a scheduled time for public comments and is available upon request.

Ad Hoc committee meetings are held on an as needed basis.

 

BOARD ELECTIONS

Elections to the board of directors are held every four years on the first Tuesday after the first Monday in November in odd-numbered years.

There are five directors elected “at-large” (district-wide) rather than by division, who serve a four-year term. Directors take office on the last Friday in November following the general election. (WC 35204).

Terms are staggered by two years such that three positions are open in one election year and two years thereafter, two positions are open.

Elections for board offices including President, Vice-President and Secretary/Treasurer are held at the first meeting in January every two years.

OFFICERS

Kathy Dice, President

Kathy was elected to the board in 2018. She retired from California State Parks as Superintendent of Anza-Borrego Desert State Park in 2017 following a 38 year career spanning both State, County and National Parks.

Ms. Dice holds a degree from University of California, Berkeley in Biological Sciences. She has been a full time resident of Borrego Springs since 1989 and continues to be involved in many aspects of the community.

Diane Johnson, Secretary/Treasurer

Diane was elected to the BWD Board in 2020.

Johnson served as the Stewardship Council Representative to the Borrego Valley Groundwater Sustainability Agency Advisory Committee, from the Fall of 2017 through the summer of 2019. This Committee was appointed to advise the Core Team of the GSA on the development of the Groundwater Sustainability Plan for the Borrego Valley Subbasin.

In addition, Johnson attended many meetings of the BWD Board over the past 5 years.

Prior to retirement, she was a reference librarian in academic, medical, and environmental institutions, including UCSD, UCLA, USC, and under contracts with the National Library of Medicine, the National Cancer Institute and the US EPA.

Tammy Baker, Vice President

Tammy was elected to the Board in 2020.

Tammy has made a career in engineering in Silicon Valley working initially at Hewlett Packard before moving to the adventures of venture capital funded start-ups where she has held a number of executive and management roles over the past 15 years.

She was a Trustee on the board of Gow School which focuses on students with dyslexia and similar language-based learning disabilities.

She is also a charter member of the advisory committee for the software developer conference Silicon Valley Code Camp held since 2009.

Director Baker has a degree in Computer Science from Cornell University.

DIRECTORS

Dave Duncan, Director

Dave was elected to the Board in 2018.

Dave Duncan was born and raised in San Diego. Moving to Oregon in the early 70’s Dave built a career on the high seas. He worked as a vessel captain operating commercial fishing boats in Alaska and the Pacific Northwest. Dave ended his maritime career driving tug boats and passenger ferries on San Francisco Bay.

On retiring from the maritime industry Dave moved to live full time in Borrego Springs and opened, Bike Borrego, a bike rental and tour business.

Dave looks forward to meeting the challenges of making our groundwater basin sustainable and is working hard to that end.

Gina Moran, Director

Gina Moran was elected to the board in 2023.

Moran retired in 2022 after a 36 year career with the State of California. As the District Superintendent in both The San Diego Coast District (2019-2022) and The Colorado Desert District (2017-2019) based in Borrego Springs, with delegated authority from the Director of California State Parks, Moran directed the overall operation of these two State Park districts. One being the largest geographically and the other being one of the most diverse and visited districts in California.

During her career in both Parks and Caltrans, Moran was actively involved in the development, implementation, and construction of billion dollar linear transportation projects as well as facility projects.

Moran served as the California State Parks representative to the Borrego Valley Groundwater Sustainability Agency Advisory Committee, from 2017 through its conclusion in the summer of 2019. This Committee was appointed to advise the Core Team of the GSA on the development of the Groundwater Sustainability Plan for the Borrego Valley Subbasin.

Moran earned a degree in Biological Sciences from the University of California, Berkeley.

Since moving to Borrego Springs in 2015, Moran has been actively involved volunteering in the community. You’ll find her volunteering for The American Legion Post 853 and Soroptimist International of Borrego Springs.
